[Population-census] Consolidated Federal Funds Report

The Consolidated Federal Funds Report for FY 2002 has been released by
the U.S. Census Bureau. This report details federal spending in each
state and county for over 1200 expenditure categories. 

A spreadsheet and a summary of some highlights of this report will be
